    Abstract [sv]

    Denna rapport beskriver den teoretiska bakgrunden till och resultaten från fyra workshopar om energiscenarier och rättvisa som genomfördes i Stockholm och Malmö från och med november 2021 och till och med december 2022. Deltagarna var representanter för myndigheter, miljöorganisationer, organisationer för olika kraftslag, fackföreningar och politiska partier. Under workshoparna diskuterade deltagarna olika energiscenarier ur ett rättviseperspektiv, vilka beskrev den framtida energiproduktionen och energikonsumtionen för Sverige respektive Skåne.

    Abstract [en]

    We contribute to the scientific debate by studying the storylines, discourses and related normative judgments in parliamentary motions by private members of the Swedish parliament from the time period 2010–2019. The paper makes use of an ecofeminist theoretical framework to problematize these storylines, discourses and normative judgments. We conclude that the focus in the material is on economic and technical issues, while issues of justice play a marginal role. None of the important dimensions of energy justice are adequately considered and many of the dominant storylines and discourses are based on the implicit assumption that issues of justice are insignificant.

    In this paper, we apply the capabilities approach-with the addition of capability ceilings-to energy justice. We argue that, to ensure energy justice, energy policies and scenarios should consider enabling not only minimal capability thresholds but also maximum capability ceilings. It is permissible, perhaps even morally required, to limit the capabilities of those above the threshold if it is necessary for enabling those below the threshold to reach the level required by justice. We make a distinction between tragic and non-tragic conflicts of capabilities: tragic conflicts are instances when one cannot raise an agent's capabilities above the threshold that justice requires without pushing someone else below the threshold or restricting someone from reaching the threshold. In contrast, a non-tragic choice is when increasing someone above the threshold required by justice does not entail pushing someone else's capabilities below the threshold. We utilise this framework to discuss energy justice and emissions of greenhouse gases. Drawing on the relation between points on the human development index and levels of energy consumption, we conclude that non-tragic mitigation policies now are highly preferable to tragic policies later.

    Denna populärvetenskapliga rapport redogör för de viktigaste empiriska resultaten från den första delen (work package 1) av projektet ’Energiscenarier och rättvisa – en fallstudie av Sve-rige’, vilken genomfördes år 2020. Resultaten kommer att analyseras ytterligare med avsikt att publicera dem i vetenskapliga tidskrifter. Projektet i sin helhet pågår år 2020-2022. Under projektets andra del (work package 2) som pågår år 2021-2022 kommer vi att genomföra fokusgrupper som syftar till att bedöma energiscenarier ur ett rättviseperspektiv. Deltagare kommer att vara olika intressenter såsom politiker, tjänstemän och representanter för frivillig-organisationer. Ytterligare två populärvetenskapliga rapporter baserade på projektets andra del kommer att författas. Projektet beviljades medel av Energimyndigheten inom ramen för forskningsprogrammet Människa, Energisystem och Samhälle (MESAM). Det övergripande syftet med projektet är att utveckla metoder och riktlinjer för deltagan-de scenarier som på ett systematiskt sätt kan integrera frågor som rör nationell, global och intergenerationell rättvisa. Projektets första del syftar till att ge en översikt av rättviseuppfatt-ningar i den politiska och administrativa kontexten för energiscenarier. Vi har genomfört en analys av riksdagsmotioner för att förstå vilka explicita och implicita rättviseuppfattningar som dominerar i dessa dokument. För att skapa en bredare bild av rättviseuppfattningar relaterade till energiscenarier inom svensk politik och svenska myndigheter har vi dessutom intervjuat politiker och tjänstemän på nationell nivå och inom region Skåne.

    Abstract [en]

    Synthetic biology has many valuable applications, but it also gives rise to certain risks. In this paper I discuss the risk of bioterrorism, which often attracts attention in both the mass media and scientific debate, as well as in government reports. While some authors argue that there is a significant risk of bioterrorism connected to synthetic biology, other scholars claim that the risk is exaggerated and that actors often have motives for overstating the risk. In this paper, I argue that some estimates of the risk may be overstated but that certain risks of bioterroism, such as the creation and spread of known pathogenic viruses, need to be taken seriously. Actors may also have scientific and financial motives for understating the risk. Such understatements are sometimes based on a principle of hope, which says that technological progress is important for the future welfare of humanity and that too much precaution would have bad consequences. I argue that this principle is problematic as the burdens and benefits of synthetic biology may not be equally divided between different social groups. Instead, I claim that the principle of precaution is more justified as a point of departure for assessing advancements within synthetic biology. It tells us that we need strong evidence that such advancements are safe, because there is a potential risk that they may make it easier for terrorist groups to create and spread known pathogenic viruses.

    Should we Ascribe Capabilities to Species and Ecosystems?: A Critical Analysis of Ecocentric Versions of the Capabilities Approach2021In: Journal of Agricultural and Environmental Ethics, ISSN 1187-7863, E-ISSN 1573-322X, Vol. 34, no 5, article id 26Article in journal (Refereed)

    Martha Nussbaum’s capabilities approach is today one of the most influential theories of justice. In her earlier works on the capabilities approach, Nussbaum only applies it to humans, but in later works she extends the capabilities approach to include sentient animals. Contrary to Nussbaum’s own view, some scholars, for example, David Schlosberg, Teea Kortetmäki and Daniel L. Crescenzo, want to extend the capabilities approach even further to include collective entities, such as species and ecosystems. Though I think we have strong reasons for preserving ecosystems and species within the capabilities approach, there are several problems with ascribing capabilities to them, especially if we connect it with the view that species and ecosystems are subjects of justice. These problems are partly a consequence of the fact that an ascription of capabilities to species and ecosystems needs to be based on an overlapping consensus between different comprehensive doctrines, in accordance with the framework of political liberalism on which the capabilities approach builds. First, the ascription of capabilities to species and ecosystems presupposes the controversial standpoint that they are objectively existing entities. Second, the ascription of capabilities to ecosystems and species and the view that they are subjects of justice is justified by claiming that they have integrity and agency, but these characteristics have different meanings when applied to collective entities and humans, respectively. Third, the view that species and ecosystems are subjects of justice seems to require the controversial assumption that they have interests of their own, which differ from the interests of the sentient beings that are part of them. However, even if we do not ascribe capabilities to species and ecosystems and regard them as subjects of justice, there are still strong reasons to protect them within the capabilities approach, as the preservation of ecosystems and species is an important precondition for many human and animal capabilities.

    Public transport and social justice in Malmö: A study of the perceptions of the Malmö Express and Malmöpendeln among residents of Rosengård2020Report (Other academic)

    Den här rapporten bygger på en fokusgruppstudie av hur MalmöExpressen och Malmöpendeln har påverkat resvanorna hos invånare i Rosengård. Utgångspunkten är att båda dessa kollektivtrafikinvesteringar har haft ett uttalat socialt mål att öka tillgängligheten för Rosengårdsbor. Det är därför av stort intresse att studera hur dessa investeringar påverkat tillgängligheten för invånarna i området. En teoretisk utgångspunkt för studien är forskningsområdet ”transporträttvisa”, vilket intresserar sig för hur transportlösningar påverkar olika samhällsgrupper. Studien använder sig av förmågemodellen (the capability approach) som teoretiskt ramverk för att analysera hur MalmöExpressen och Malmöpendeln påverkar möjligheterna att vara mobil och hur de påverkar vardagslivet för invånarna i Rosengård. Studiens syfte är att kartlägga olika uppfattningar bland invånare i Rosengård om hur MalmöExpressen och Malmöpendeln har påverkat deras resvanor och vardagsliv.

    Studien visar att deltagarna fokusgrupperna i allmänhet hade en positiv inställning till MalmöExpressen. Flera fokusgrupper framhöll att de reser oftare med buss nu än när ”den gamla linje 5” trafikerade sträckan. De framhöll att MalmöExpressen är snabb och smidig att använda sig av. I jämförelse med andra busslinjer, framför allt buss 33 och 35 som också passerar genom Rosengård, finns det många fler säten och mer plats för barnvagnar. Speciellt de äldre fokusgruppsdeltagarna uppskattar att det finns många dörrar på bussarna, eftersom det gör det enklare att hitta en ledig plats. MalmöExpressen är också mycket mindre försenad än andra busslinjer. Något som upplevs som negativt är dock att förarna ofta kör mycket fort och ibland tvärbromsar, vilket gör det farligt för passagerarna, särskilt barn och äldre. Vissa av fokusgruppsdeltagarna föredrar att köra bil, eftersom bussen upplevs som otrygg.

    Många av fokusgruppsdeltagarna var också positiva till Malmöpendeln och Rosengårds station, bland annat för att den har potential att göra Rosengård mer attraktivt. Dock hade de flesta av deltagarna rest med Malmöpendeln endast ett fåtal gånger eller inte alls. Några nämnde att de ofta reser med Malmöpendeln på helgerna, exempelvis till Hylliebadet eller till köpcentret Emporia som ligger vid Hyllie. Det framhölls som en fördel att det går mycket snabbare att ta sig till Hyllie med Malmöpendeln än med buss. Utifrån förmågemodellen kan man dra slutsatsen att framför allt MalmöExpressen men också till viss del Malmöpendeln har haft en positiv inverkan på förmågorna och funktionerna hos flera av deltagarna i fokusgrupperna. En funktion defineras i detta sammanhang som vad en person är eller gör, exempelvis att vara föräldrar eller att engagera sig politiskt, medan en förmåga defineras som en möjlighet att välja en viss funktion. En distinktion görs mellan grundläggande och sekundära förmågor där de förra är mer allmänna, exempelvis förmågan att bevara hälsan, medan de sekundära förmågorna är nödvändiga för att förverkliga de grundläggande förmågorna. Den sekundära förmågan att resa till läkare eller till ett apotek är exempelvis nödvändig för att förverkliga förmågan till hälsa. MalmöExpressen har för många av deltagarna haft en positiv påverkan på deras sekundära förmågor att resa till ett arbete, till en utbildning, till läkare, tandläkare eller apotek, till butiker, till fritidsaktiviteter och till vänner och släktingar. Dessa är i sin tur nödvändiga för att förverkliga förmågorna att arbeta, att utbilda sig, att bevara hälsan, att ha en berikande fritid och förmågan till anknytning. MalmöExpressen verkar också ha haft en positiv påverkan på förmågan till självrespekt för deltagarna i fokusgrupperna, eftersom den signalerar att Malmö stad investerar i att förbättra levnadsvillkoren för invånarna i Rosengård. Malmöpendeln verkar framför allt ha en positiv påverkan på förmågan till självrespekt och förmågan att ha en berikande fritid. Baserat på denna studie kan vi inte dra några säkra slutsatser om hur vanligt förekommande de positiva upplevelserna av MalmöExpressen och Malmöpendeln är. Med tanke på att fokusgruppsdeltagarna representerar olika åldersgrupper, olika etniciteter och båda könen, är det dock sannolikt att deras positiva upplevelser delas av många andra invånare i Rosengård.

    Recently, philosophers and social scientists have shown increased interest in questions of social, global, and intergenerational distributive justice related to energy production and consumption. However, so far there have been only a few attempts to analyse questions of distributive energy justice from a religious point of view, which should be considered a lack since religions are an important basis of morality for a large part of the world’s population. In this article, I analyse issues of distributive energy justice from a Christian theological viewpoint by employing the Catholic common good tradition as a theoretical framework. First, I present and argue for a global and ecological interpretation of the Catholic common good tradition. Then I analyse the implications of such an interpretation on questions of distributive energy justice, focusing on the view of property rights within the Catholic common good tradition. I conclude that, in comparison with Nussbaum’s liberal capabilities approach, the common good tradition provides stronger reasons for individuals and groups in more economically developed countries to share their resources and knowledge with individuals and groups in less economically developed countries.

    Energy production and consumption give rise to issues of justice towards future humans. By analysing a specific case – Swedish energy politics - this article contributes to the discussion of how consideration for future humans should affect energy policy-making. It outlines three different energy scenarios for the period 2035-2065 - the nuclear-renewables, the renewables-low and the renewables-high scenarios – and assesses them from viewpoint of justice to future individuals by using the Capabilities Approach as a normative framework. We cannot make a definite assessment of the different scenarios due to the great uncertainties involved in determining the impacts on individuals living between 2035-2065 and individuals being born thereafter, but we still conclude that we have certain reasons to prefer the renewables-low scenario since it avoids certain risks connected with the other scenarios. The economic growth in this scenario is lower than in the others scenarios, but we question whether this is a disadvantage from the point of view of the capabilities approach.

    Abstract [en]

    In this chapter we aim to provide an overview of the variety of topics and methods that characterise the evolving set of environmental justice discourses in Western Europe. In the first section of this chapter the range of discourses on environmental justice in Western Europe is introduced through an overview that focuses on the forms of concern and normativity that have been central to environmental justice claim-making. This is followed by an overview of similarities and differences in methodological approaches and results regarding distributional inequalities, based on selected studies. In the second section the role of spatial and environmental planning and the involvement of citizens in planning processes and access to information will be dealt with, focusing therefore on questions of procedural justice. Decision making in this context will be focused on the specific context of implementation of the Aarhus Convention in the European Union. In the final section we take the dimension of future generations into account and discuss the relation between environmental justice and sustainability using the example of the energy sector and ways of dealing with nuclear power.

    A significant aspect of the Anthropocene is that less and less room is left for non-human species. The increasing rate of species extinction raises the question of what responsibility humans have to protect threatened species. Although the question of species extinction is of concern for all humans regardless of whether they are religious believers or not, it is still important for Christian communities and individual to ask themselves what reasons we have from the viewpoint of Christian theology to preserve threatened species and to what extent we should preserve them. In this article, I discuss these questions, based on a critical discussion of earlier attempts to answer them. Regarding the question of why we should protect threatened species, I conclude that it does not seem to be a reasonable Christian standpoint that we should protect species only for the sake of humans. Since many life forms came into existence long before humans, it seems more convincing to assume that they have their independent relationships with God and that they exist also for their own sake. As for the question of to what extent we should protect threatened species, it follows from my conclusion above that we should not only preserve those species that are valuable for humans. A more convincing answer is that we should try to maintain the level of species diversity. Finally, I discuss the proposal that humans should act as co-redeemers of evolution and that we should eliminate anthropogenic extinction and finally also reduce the rate of non-anthropogenic extinction, but conclude that it is unrealistic as a present goal for humanity.

    Originally, the Capabilities Approach had a strong anthropocentric orientation because of its focus on the entitlements of individual humans. However, as a part of the interest to employ it within animal and environmental ethics, it has been discussed whether the Capabilities Approach should consider also non-human life forms for their own sake. The most influential and elaborated contribution to this debate is Martha Nussbaum’s extension of the Capabilities Approach to include also sentient animals. In this article, we argue that Nussbaum’s ascription of capabilities to animals is problematic, since the concept of a capability normally denotes an opportunity to choose between different functionings. When Nussbaum ascribes capabilities to animals, the concept seems to denote simply specific abilities. Such a use is problematic since it waters down the concept and makes it less meaningful, and it may obscure the fact that normal, adult humans, in contrast to sentient animals, can act as conscious moral agents. The aim of granting moral status to sentient animals can be achieved more convincingly by describing our moral relationship to animals in terms of the functionings we should promote, instead of ascribing capabilities to them.

    Abstract [en]

    Concern for rare species has been an important part of environmental activism since the first environmental movements started in the nineteenth century. Now the protection of rare species is a part of the political goal to preserve biodiversity. This book discusses ethical issues connected with the protection of rare species from a virtue-ethical perspective. It explores the following two questions: what constitutes a good human life together with other species and how can it be realized? The book takes account of both Aristotelian and Christian virtue ethics.

    The article analyses the ecotheology of the Church of Sweden in the light of Bonhoeffer's creation theology. It is assumed that they can function as critical correlates to one another in which the ecotheology of the Church of Sweden can show limitations and deficiencies in Bonhoeffer's view of creation, at the same time as the latter can function as a challenge and as a source of inspiration for the further development of the ecotheology of the Church of Sweden.
