Forced Sale Valuation - Challenges Facing Valuers in Enforcement Sales of Residential Properties (English)
Abstract [sv]

Denna studie undersöker de utmaningar som fastighetsvärderare ställs inför vid exekutivaförsäljningar av bostäder i Sverige. Genom semistrukturerade intervjuer med sex värderaresom anlitas av Kronofogden via externa värderingsföretag, belyser studien hurvärderingsprocessen fungerar i praktiken under de särskilda förhållanden som kännetecknarexekutiva uppdrag. Resultaten visar att den största utmaningen är bristen på information frångäldenären, som sällan bidrar med uppgifter om bostadens skick, underhållshistorik ellerkända fel. Ytterligare utmaningar utgörs av svårigheten att identifiera jämförbaraförsäljningar samt risken att påverkas av ägarens försök att driva ned värdet. Tidspressupplevs däremot sällan som ett avgörande problem. Studien visar att värderarna hanterardessa utmaningar genom erfarenhetsbaserade strategier, transparent dokumentation ochmetodisk noggrannhet, än formaliserade riktlinjer. En slutsats är att exekutiva värderingar igrunden inte skiljer sig metodmässigt från vanliga uppdrag, men att kontexten ställer högrekrav på värderarens omdöme och erfarenhet

Abstract [en]

This study examines the challenges faced by property valuers in the context of enforcementsales of residential properties in Sweden. Through semi-structured interviews with six valuerscontracted by the Swedish Enforcement Authority (Kronofogden) via external valuationfirms, the study provides an in-depth account of how the valuation process operates under theparticular conditions that characterize enforcement assignments. The findings indicate thatthe primary challenge is a lack of information from the debtor, who rarely contributes detailsregarding the property's condition, maintenance history, or known defects. Additionalchallenges include difficulty in identifying comparable sales and the risk of being influencedby owners seeking to drive valuations downward. Time pressure, however, is seldomperceived as a critical obstacle. The study shows that valuers manage these challengesthrough experience-based strategies, transparent documentation, and methodical diligence,rather than through formalized protocols. A central conclusion is that enforcement valuationsdo not differ fundamentally in methodology from standard assignments, but that the contextplaces greater demands on the valuer's professional judgment and experience.
