Strategy 2025, launched by the Swedish Sports Confederation, aims to shape a moreinclusive and lifelong sports movement in Sweden. This study examines how this nationalvision has been translated and implemented in local sports clubs. The purpose of the study isto analyze how the strategy has been perceived and anchored in practice, and to explore thefoundation it is built upon – is it an innovation or a formalization of pre-existing practices?Through a qualitative case study, based on semi-structured interviews with representativesfrom an RF-SISU district and three sports clubs in Skåne, the translation process from acentral vision to local reality is analyzed. The results of the study show that Strategy 2025largely reflects values and working methods that already existed in the clubs, driven by anadaptation to broader societal changes rather than by the strategy itself. A key conclusion isthat the clubs with the least formal knowledge of the strategy are often the ones that, inpractice, work most in line with its intentions. The strategy thus functions less as a governingdirective and more as a reflection of an organic development, where the Swedish SportsConfederation has codified and legitimized a movement that was already underway.
