Corruption in democracy : A scientific study in swedish public administration (English)
Abstract [en]

This study analyzes the phenomenon of corruption in the Swedish public sector. The study includes corruption mechanisms, forms, appropriate measures taken by the government, using Rational choice theory and democratic theories, and a qualitative text analysis of seven corruption cases that have affected sensitive bodies in the public administration . The study shows underlying factors that lead to the emergence of corrupt behavior at the elite level, where maximizing one's own or someone else's benefit is the main reason for acting corruptly. The study also shows how corruption undermines democracy in society despite the high integrity that characterizes Swedish institutions. In the opposite direction to the high integrity in Swedish institutions, the study shows the new character of corruption that characterizes the public sector, which is crony corruption. The study also shows that the rules on conflict of interest are not always applied in the public sector and a lack of openness and transparency poses serious challenges to institutions.Future research can continue on the same track but with changes in methodology where both quantitative and qualitative methods and variables that may play a role in the general perception of corruption can be included. These variables could be (age, gender, political affiliation and social class).
