A practical approach to stakeholder participation in local energy management

Abstract [en]
Managing local energy systems is an important part of the transition towards renewable energy resources and efficient energy use. One tool to manage local energy systems is energy-planning performed by local authorities. In order to deal with these tasks capacity building is necessary. This however means that more societal actors are involved at this strategic level. This chapter presents examples of stakeholder participation in local energy-planning and discusses the possible ways of integrating stakeholder participation in current energy planning practice. It is recommended that stakeholders are involved in all steps of the energy-planning process, from inventory and data collection to follow-up and revision. Different methods suitable for the different steps are also proposed and discussed.
