Grön offentlig upphandling betraktas som ett av de mest effektiva verktyg för att påverka till en långsiktig hållbar produktion och konsumtion i samhället. Trots regler och ramverk inom både Sverige och EU uppnås inte upphandlingens miljökrav till önskvärd nivå inom den offentliga sektorn och dess leverantörer. Komplexitet i utförandet gör att svårigheter uppstår i aktualiseringen vilket berör ekonomiska styrmedel som miljöskatter, miljöavgifter och miljösubventioner och administrativa styrmedel såsom miljöhänsyn i offentliga upphandlingar. Vid analysen används de teoretiska ramverken hållbar utveckling och The New Ecological Paradigm (NEP). Undersökningen visar att det är kunskap och utbildning som behövs för att en hållbar offentlig upphandling ska möjliggöras, detta i samband med lagar och krav på efterföljande samt att det skall underlättas för de som arbetar med den offentliga upphandlingen att genomföra sitt jobb på ett hållbart sätt. Slutligen presenteras forskningshål och kommande möjligheter för forskning inom ämnet.

Green public procurement is considered as one of the most efficient tools for encouraging long-term sustainable production and consumption in a society. Despite rules and frameworks within both Sweden and the EU, the procurement's environmental requirements are not achieved to the desired level within the public sector and its suppliers. Complexity in the execution means that difficulties arise in the actualization, which affects economic instruments such as environmental taxes, environmental fees and environmental subsidies and administrative instruments such as environmental considerations in public procurement. The analysis uses the theoretical frameworks sustainable development and The New Ecological Paradigm (NEP). The survey shows that it is knowledge and education that is needed to enable sustainable public procurement, this combined with laws and requirements for subsequent and that it should be made easier for those who work with public procurement to carry out their work in a sustainable way. Finally, research holes and future opportunities for research in the subject are presented.
