Abstract [en]

The purpose of this study is to investigate how policies, on different levels in Skåne, formulate the coordination of tasks towards persons with mental disabilities and compound needs. The study is performed with a narrative approach, both as an instrument for analysis and method, in combination with policy theory. Three policies on three different levels were examined and disassembled by following Labovs modell, as part of the narrative method. The first document, interpreted as a policy in this study, is a public report from the Swedish government published 2006, which concerns the development of society's efforts for people with mental disabilities. This report was referred to in an amendment that gained legal force 2010. The second policy was published after this amendment and is created by region Skåne together with an association named Kommunförbundet Skåne. The third policy is created by region Skåne and Malmö city. By looking at previous research on interprofessional collaboration and dual diagnosis in combination, with the theories earlier mentioned, different aspects of what the policies were saying were analyzed. The results of this study shows that a hidden political power within policies is likely to occur. Additionally, there seems to be a prevailing opinion that interprofessional collaboration is the predominant way of solving the difficulties that occur in the care of patients in need of help from several principals. However, research shows that this assumption might not be totally accurate. Another result demonstrates that unclear definitions, and descriptions of how interprofessional collaboration should take form, can result in policies consisting of prominent but empty words that in practice become hard to implement.
