Trots ett makrosystem av lagar, policys och förordningar där Tanzanias regering kommit överens om ett antal politiska åtgärder som indikerar på ett engagemang för att främja rättigheter för personer med funktionsnedsättning och/eller funkt-ionshinder står individen utan utbildning, arbete, fri delaktighet i samhället och stöd från en accepterande omgivning. Syftet med studien har därmed varit att beskriva företeelser i den miljö som omger och berör personen med intellektuell funktionsnedsättning, för att synliggöra vad som möjliggör eller försvårar goda levnadsvillkor hos den enskilde. Syftet kommer att belysas utifrån en frivilligor-ganisations perspektiv. Resultatet visar att många miljöfaktorer i den tanzaniska kontexten verkar missgynnade för individen med intellektuell funktionsnedsätt-ning och dennes levnadsvillkor. Brist i kommunikation mellan sittande regering och myndighetsutövare samt frånvaro av ett genuint intresse för den funktions-hinderpolitiska frågan anses vara komponenter vilka försvårar för individen att tillförsäkras goda levnadsvillkor. Möjliggörande komponenter utgörs i huvudsak av familjen, dagcentret och kyrkan. Slutligen anses ett erkännande av det sociala problemet från sittande regering underlätta för frivilligorganisationens fortsatta förändringsarbete.

Despite a macro system of laws, policies and regulations where the Tanzanian government has agreed on several actions which indicate a commitment to pro-mote rights for people with disabilities - the individuals with intellectual disabil-ities are left without an education, work, participation in the society and support from an accepting environment. The aim of the study has therefore been to de-scribe components in the surrounding environment which affects the situation for people with an intellectual disability, to illustrate what facilitate or impairs the living conditions for the individual. The purpose will be highlighted from a non-governmental perspective. The results show that many environmental fac-tors in the Tanzanian context seem to be a disadvantage for the individual with an intellectual disability and his/her living conditions. Lack of communication between the government and the public authorities and the absence of a genuine interest in the questions surrounding disabilities are considered components that makes it more difficult to insure good living conditions for the individual. Sig-nificant components consist mainly of the family, the day centre and the church. Finally, recognition of the social problem from the government is considered to enable the continued social work of the non-governmental organization for peo-ple with intellectual disabilities.
