Abstract [en]
This Thesis studies how a policy framework, the UN’s Agenda 2030, is transferred from the global to the local level and looks at the difficulties this brings. The theoretical framework consists of three articles written by Dolowitz and March (2000), who consider policy transfer, Brunsson et. al. (2022), who consider responsibility taking, and Fred (2020), who considers projectification. The analysis is conducted through nine semi-structured interviews with 12 professionals working within different organizations who operate on different levels of Sweden’s political system. This Thesis shows that it is no straight forward process to transfer a policy framework from a global to the local level, and argues that because it is non-binding, there are some unclarities.
