Abstract [en]

This bachelor thesis critically explores the enforcement discourse in the Trade and Sustainable Development (TSD) chapter of the European Union-Mercosur Association Agreement (EUMAA). Adopting a post-colonial theoretical framework seeks to uncover how the EU’s trade policies contribute to the peripheralisation of South American countries. The literature review reveals the legacy of colonialism embedded in development discourse and scrutinises the EU’s neoliberal approach, which, under the guise of ethical intervention, imposes conditionalities through the TSD chapter. The thesis employs Critical Discourse Analysis (CDA) to deconstruct the EU's enforcement rhetoric, illustrating how good governance, epistemic violence, and othering perpetuate colonial power dynamics. The study uses Fairclough's three-dimensional model to analyse primary EU documents and Mercosur countries' responses, revealing how the EU shapes trade relations through the idea embedded in its normative power. This research argues that enforcing the TSD chapter reinforces existing inequalities, leading to the peripheralisation of post-colonial countries. The findings contribute to the critical understanding of EU trade policy and advocate for decolonising the TSD chapters by recognising South American nations' distinct socio-political and environmental contexts.
