Integration-promoting efforts - Segregation enhancing concequences Focusing on Malmö, one of Sweden´s major cities, this analysis examines the strategies implemented over recent decades to counteract segregation. It explores the impacts of these intiatives on the development or manifestation of segregation. Key questions guiding the analysis include: What is considered an expression of segregation and integration, respectively? Which approaches to counteract segregation have been prioritised during different periods, and how do these approaches compare? Why does segregation persist despite various efforts to combat it? 

The analysis draws on a comprehensive report summarising 25 years of Malmö´s work to counteract segregation. The methods that have been used include reviews of political decisions, guidelines, budget documentats etc., and interviews with eleven stakeholders, including politicians, researchers, and civil servants. Grounded in the view that integration and segregation are linked to welfare, the analysis uses the concepts of cohesion and community as the theoretical foundation. The results indicate a historical tendency to focus on migrants, employment, and sustenance within specific residential areas, resulting in stigmatisation. Recently, policies have taken a repressive turn, neglecting underlying structural factors which ultimately reinforce rather than mitigationg segregation and its negative concequences.

Racism and anti-racism are frequently discussed in Europe today. The current discussion primarily concerns the discrimination or devaluation of people with distinctive characteristics linked to race or ethnic origin. The current debate is foremost a discussion concerning racism as a dangerous phenomenon, but what this really means is not entirely clear. The aim of this article is to elaborate some perspectives of racism and to demonstrate the importance of contextualising race and racism in reference both to history and to contemporary society. This article primarily focuses on Europe with an outlook to Africa and links to nationalism, slavery, colonialism and the inequality represented in the fourth world, a concept coined by Manuel Castell. In the article, I argue that each situation of injustice should be analysed in its own context. Racism should not be used as an alternative for tribalism, ethnocentrism or and kind of discriminatory act involving people of different ethnic origins. Using racism as a concept for different actions on the individual, group, national or international levels will prevent us both from analysing each individual situation and from working for changes of social and economic injustices. With racism as a concept for all kinds of deeds and misdeeds grouped together, we continue to misguide ourselves with a concept that implies anything and everything.

This article deals with the Roma migrant’s experience when encountering the health care system in Sweden. The article takes as a point of departure research conducted in the south of Sweden between 2008 and 2010, and this research is part of a wider field which addresses the challenges for the multicultural society. The background to the study is to be found in the Roma migration to Sweden over the last decades. The aim of the study is to examine how health care is experienced from the Roma’s point of view. What kind of attitudes do they meet? How are their special needs taken into consideration? Are there any special needs being neglected? The results of the study show that experiences are diverse. There are not specific needs with reference to ethnical background or cultural aspects; instead, people ask to be listened to, to be given attention and to be treated with respect.

Under senare år har räddningstjänst och polis blivit utsatta för stenkastning eller attackerats på andra sätt. I flera svenska städer har konflikter utbrutit mellan tonårspojkar och unga män på ena sidan och poliser på den andra. I denna rapport analyseras orsakerna till konflikterna med utgångspunkt i händelserna på Herrgården i Rosengård, Malmö år 2008 och 2009. Vidare diskuteras möjliga åtgärder för att komma tillrätta med problemen. Rapporten vänder sig till personer som i sitt yrkesliv är intresserade av en djupare förståelse av de förhållanden och mekanismer som kan leda till konfliktsituationer mellan myndigheter och ungdomar. Fem förhållanden är centrala för att förstå konflikternas ursprung: · Levnadsvillkor som begränsar människors ekonomiska och sociala förutsättningar. · Social och territoriell stigmatisering som fungerar utpekande mot vissa befolkningsgrupper och bostadsområden. · Befolkningssammansättning där stora grupper av tonårspojkar och unga män som känner starkt främlingskap till samhället kan bli drivande i konflikterna. · Olika former av våld där det inte bara handlar om det direkt fysiska eller subjektiva våldet utan även om ett symboliskt våld som handlar om hur någon beskrivs eller talas om, samt systemiskt våld som stänger människor utanför arbetsmarknad, möjligheter till utbildning m.m. Ungdomarnas egna förklaringar till stenkastning och konflikter är missnöje med polisen, sysslolöshet och spänning. En djupare analys visar på behov av synliggörande, erkännande, social status men också missnöje med levnadsvillkor och upplevd orättvisa. Medier spelar en viktig roll i de konfliktspiraler som utvecklas och blir en del i ungdomars sätt att bli synliggjorda. I grunden handlar det om att grannskap och relationer till myndigheter inte fungerar och på ett tidigt stadium kan hantera dessa problem. För att hantera problemen behövs en bred uppsättning av åtgärder för att undvika marginalisering och stigmatisering, men också satsning på barn och ungdomar, stödja boendes kollektiva förmåga samt utveckla förbättrade relationer med myndigheter. Räddningstjänsten har en viktig uppgift att fylla och behöver utveckla sitt arbetssätt i akuta situationer såväl som i det förebyggande arbetet. Uppsökande arbete i bostadsområden samt inriktning mot vissa målgrupper kan vara en väg. Detta kan leda till ökad tillit mellan myndigheter och befolkningsgrupper och minska risken för sociala konflikter. Rapporten avslutas med diskussionsfrågor som också är kopplade till dokumentärfilmen Det är inte stenarna som gör ont – en film om möten och förändring som beskriver brand- och säkerhetsvärdarnas arbete inom Räddningstjänsten Syd.

Romer är en av Sveriges fem nationella minoriteter. I Sverige skattas den romska minoriteten utgöra ungefär 40 000 personer, vilket skall ställas i relation till världens 20 miljoner romer. I den här publikationen # nns en utvärdering av den verksamhet som bedrivits av Romskt informations- och kunskapscenter (RIKC) under 2009, samt en utvärdering av den verksamhet som bedrivits vid Romsk kulturcenter (RKC) under 2006-2009. I det förstnämnda fallet handlar det om en processutvärdering av en projektverksamhet som bedrivs i kommunal regi. I det sistnämnda fallet handlar det om en summarisk utvärdering av en föreningsverksamhet som framför allt inriktas mot vad som brukar kallas kvalitativ kultur. Musik, dans och litteratur är en del av RKC:s verksamhet som erhållit stöd av Malmö kommun. Båda verksamheterna, och utvärderingarna kompletterar varandra. De utgör dock separata aktiviteter och kan ses som olika sätt att hantera de frågor som Malmö stad, genom den instiftade minoritetslagstiftningen har att hantera. För att kunna sätta in verksamheterna i ett sammanhang ges en inledande översikt över romer i en lokal kontext, vilket inkluderar en problematiserande attityd och kompletterande re% ektioner över romer som en nationell minoritet samtidigt som en större andel romer utgör senare års migranter.
