Abstract [sv]

Utställningen Allmänningen handlar om våra gemensamma rum. De torg, stråk och gröningar dit allmänheten idag har tillträde. Mellan tätort och landsbygd, längs med åar och vattendrag, via våtmarker och kulturminnesplatser, över höjder och ängsmarker. Det är platser för demokrati, kulturellt utbyte, handel och rekreation.

I utställningen Allmänningen möts historiska spår, planerare och några nedgrävda kartor. Genom olika kartläggningspraktiker som rör sig mellan plats och representation visas hur allmänningen som fenomen har transformerats över tid. Den har genomgått ett antal olika förändringar och människor har trots dessa skiften alltid tagit platser i anspråk: gröningar, gator, parker, stråk, torg – på landsbygd, i tätort, längs med åar och vattendrag, via våtmarker och kulturminnesplatser, över höjder och ängsmarker. Det är platser för demokrati, kulturellt utbyte, handel och vila. 

Här presenteras allmänningen som ett begrepp, som fysisk plats och kulturell enhet. Från kroppens intima skala till värderingen och regleringen av mark. 

Utställningen är kopplad till forskningsprojektet Allmänningar och stråk för rumslig rättvisa i urban fullåkersbygd finansierat av forskningsrådet FORMAS.

Abstract [en]

This article introduces a counter-mapping strategy to visualize Malmö from a pedestrian perspective. It highlights the uneven distribution and fragmentation of current pedestrian spaces and aim to support a constructive approach to networks of slow roads. We are particularly concerned with processes to improve the mapping of pedestrian spaces and how maps might support constructive dialogues.

Abstract [sv]

Långsamma vägar, eller kopplade frirum, är ett sätt att visualisera staden ur fotgängarperspektiv. Vi har påbörjat en kartläggning av långsamma vägar i Malmö, i syfte att upptäcka platser och förbindelser på ett nytt sätt. Studien använder GIS för att analysera och identifiera möjliga nätverk av långsamma vägar i relation till socio-ekonomiska skillnader mellan olika stadsdelar. Nätverk av långsamma vägar är värdefulla för att de ger möjlighet för människor att utforska staden, upptäcka natur och mötas.

Abstract [en]

Policy mobility literature invites us to consider the power-laden processes of how urban policies are exported, mimicked, and transformed in different urban contexts. However, recent critique has highlighted the need for a fuller understanding of urban policy context to understand where and when policies come to be implemented in new settings and how they are transformed. The purpose of this study is to explore understandings of urban policy context in a comparative study of policy mobility, and specifically relations between internationally packaged concepts, local pilot projects and national level actors. We develop a framework for understanding these relations in policy mobility based on case studies of BID policy development in Sweden and Denmark drawing on both Policy Mobility literature and a Multiple Streams Approach. The main finding is that local pilots play a key role in translating packaged policy concepts but also serve as ‘proof of concept’ for further institutionalization. The way these pilots are discursively situated in relation to ‘problems’ is therefore of central importance for further implementation. Furthermore, the study highlights the role of policy entrepreneurs that connect local pilots (and discursive problems) with national level actors, and political opportunities.

Abstract [en]

A promise of urban gardening (UG) is allowing individuals to shape and engage with the built environment, bringing people together in public space. Municipalities may promote UG in public space for a wide variety of reasons such as enabling integration, reducing crime, or promoting area attractivity. While there is a general sense that UG can contribute to inclusive public space in these efforts, previous research provides ambiguous findings. UG in public space requires balancing inclusive and exclusive practices to create common values, as a select group of engaged members inherently shape space in their interest. UG initiatives vary considerably with respect to their aims, organisational forms, and spatial contexts - affecting inclusion in public space in different manners. The article seeks to unpack how urban settings, organisational forms, and municipal enabling affect UG practices towards inclusion in public space. To do so, the article draws on the theory of urban commons and intertwines it with research on inclusion in public space. This provides an understanding of multi-faceted UG governance and its exclusionary aspects. A framework is not only developed and applied to critically, but also constructively, to review how municipalities enable UG. A comparative analysis of UG initiatives in three Northern European municipalities explores both municipal enabling and the co-production of inclusive public space. The research abductively refines the framework for understanding the co-production of inclusive public space in UG. We argue that the findings and resulting framework have implications for research and for municipal enabling of UG towards inclusive public space.

Abstract [en]

Landscape architects today love run-down areas, the challenge of temporary projects, hands-on activities, working with people, and the aesthetics of the transitory. They often experience themselves as part of a particularly democratic process of space production when given the opportunity to address urban redevelopment through temporary interventions, claiming to make a difference to conventional ways of planning and building. Alternative forms of power, they feel, can be enacted through new forms of professional expertise, with public authorities accepting or fostering these precarious production modes, and with designers in the role of activists. The much lauded emergence of temporary bottom-up projects in urban redevelopment areas also raises the question of their true democratic potential. Often presented as enabling new forms of democracy and participatory planning for imagining and building new urban forms and new professional profiles, they also carry the danger of abusing people’s resources for tacit interests of societally established power groups and of derailing into ‘people-washing’. To distinguish between democratic enhancement and its abuse requires mining the notion of democracy. In this essay we do so in crossing research on the spatial aspects of democracy with theory on radical participation in order to develop a frame for judgment of concrete projects.

In this chapter we shed light on enabling urban alternatives that arise through novel ways of governance and collaboration, observed in current urban redevelopment projects in Europe. Often instated on left-over industrial, commercial or infrastructural areas and premises, the projects we are concerned with are driven by municipal authorities, public or private developers who offer parts of the spaces under redevelopment for temporary appropriation by users who conventionally play a secondary if not marginal role in the formation of new urban districts: youngsters, freelancers, small businesses, start-ups, associations, groups representing subcultures. These processes seem to empower novel constellations of actors in urban development. However, there is already a substantial body of research pointing out how temporary uses may provide a means of normalizing precarious forms of rental and are exploited for gentrification and branding purposes. A starting point of the chapter is therefore that these initiatives are ambiguous.We argue that it is important to consider democratic implications of temporary use as this practice becomes increasingly accepted and enabled by public sector actors. The chapter then brings together research on spatial aspects of democracy with theory on radical participation in order to develop a heuristic framework for assessing democratic potentials of temporary use and briefly illustrates this in relation to two examples. We contend that such a framework will enable an informed approach to temporary use by activists, professional designers and authorities. The overarching purpose is to enable this kind of informed approach and thereby make it possible for more people to experience democracy in urban development and create more varied urban alternatives.
