Who decides? : A discourse analysis of user influence in housing support (English)
Abstract [sv]

Under 2000-talet har andelen i Sveriges vuxna befolkning som anser sig ha svåra psykiska problem ökat. Under samma period ökade också antalet vårdsökande för psykiatriska tillstånd. Sammantaget har över 7 % av den vuxna befolkningen någon form av psykisk ohälsa. Sedan 2011 är boendestöd den vanligaste socialtjänst-insatsen för personer med psykisk funktionsnedsättning. En stor ökning av antalet med boendestöd skedde mellan 2007 och 2022 då insatsen nästan tredubblades. Denna studie har utforskat hur personal som utför insatsen boendestöd förstår begreppet brukarinflytande. Genom diskursanalys har vi uttolkat en förståelse som är starkt kopplat till brukarnas individuella självständighet. Självständighet består i denna förståelse av brukarnas individuella ansvar, egna kompetens och egna deltagande genom att vara en aktiv part i såväl formuleringen av som lösningen av problem. Det är en förståelse som förutsätter aktivt deltagande från brukarnas sida där brukarinflytande ska leda till ett effektivt individuellt anpassat stöd. Utgångspunkten är att brukarna inte är självständiga, utan att de kan bli det, genom ett boendestöd baserat på brukarinflytande. Det stöd som ges har alltså brukarnas självständighet, genom en aktiv och kompetent brukare, som mål. 

Abstract [en]

During the 21st century, the proportion of Sweden's adult population who consider themselves to have severe mental health problems has increased. During the same period, the number for seeking care for psychiatric conditions also increased. Overall, over 7% of the adult population has some form of mental illness. Since 2011, housing support is the most common intervention from the Swedish social services of those with mental disability. A big increase in the number with housing support took place between 2007 and 2022, the intervention almost tripled, to reach 60,000 people with the intervention 2022. This study has explored how staff who carry out the housing support understands the concept of user influence. Through discourse analysis we have found an understanding that is strongly linked to the users' independence. In this understanding, independence consists of the users' individual responsibility, own competence, and own participation by being an active part in both the formulation of and solutions to problems. It is an understanding that presupposes active participation on the part of the users, and the user influence should lead to an effective, individually adapted support. The starting piont is the the users are not independent, but that they can become so through housing support bades on user influence. The support given thus has the users' independence , through an active and competent user, as a goal.
