In 2018 The Swedish Civil Contingencies Agency, MSB was given the task to ensure that all individuals living in Sweden were informed about their role in the country's total defense through home preparedness. This paper investigates how and why MSB use Storytelling in their informative material in relation to norms and mentalities. Storytelling is a concept that has been growing fast in the Swedish private sector and it has for a few years been a part of MSBs information material. The material analyzed was two information films produced for the 2022 years Beredskapsveckan. The method of analysis was a combination of narrative analysis and visual text analysis based with a discussion based in normative theory. The conclusion was that MSB with the help of Storytelling has created a material that clearly shows the norms and mentalities that MSB wish to show and effect in the population and how they wish these norms and mentalities would change. Storytelling seems in this context to be a suitable tool to not just inform but to also call to action. This might be a sign that storytelling will become more common within information material from public administration toward the population.
