Through which approach, governmental or non-governmental, can the most effective method of achieving the goals from the EU Action Plan regarding integration and inclusion of immigrants be identified? This is the focus of the following comprehensive multiple case study that investigates the effectiveness of governmental and non-governmental organizations in improving the integration of immigrants at the local level in Malmö. The study is conducted through the lens of the EU Action Plan on Integration and Inclusion 2021-2027, which serves as a guiding framework for evaluating the integration goals of both organizations. The study focuses on two organizations, Malmö Stad, a governmental organization, and Yalla-Trappan, a non-governmental organization. To provide a deeper understanding of how each organization addresses the integration process, the study applies integration theory from two scholars. The findings suggest that there is no one-size-fits-all solution to promoting successful integration. While each organization has its unique strengths and limitations, neither governmental nor non-governmental organizations alone possess all the necessary capacity to address the complexity of successfully integrating immigrants into the local level of Malmö. Therefore, the study proposes that a combination of governmental and non-governmental organizations may be better equipped to facilitate all aspects of the integration process. Moreover, this approach can utilize the strengths of both sectors, such as governmental organizations' institutional resources and non-governmental organizations' community ties and flexibility.
