This study aims to bring attention to the largely unaddressed colonization of Sápmi in Finland. The land rights of Sámi in Finland have been debated for a long time. Finland has not ratified the ILO 169 or reformed the Sami Parliament Act despite the Sámi’s and UN’s requests to do this. These steps would be important to do in order to strengthen the rights of Sámi to their land. By conducting a thematic analysis and analyzing the debate around the ratification of ILO 169 and the reformation of the Sami Parliament Act, this thesis aims to point out the continuation of colonialism of Sápmi in Finland. The themes are based on theoretical concepts drawn from post- and decolonial theories. These themes are then identified from the material and the continuation of colonization can be seen in for example how Sámi are silenced, misrepresented and excluded from conversations about land-use projects in Sápmi.
