Multiculturalism is a concept that has been discussed since the birth of the term in the West and since the late 90s of the 20th century in Azerbaijan. This thesis aims to contribute to the ongoing dialogue on the applicability of Western approaches to Post-Soviet countries by conducting a Qualitative Content Analysis to examine the practice of multiculturalism in Azerbaijan by the government as a state policy. The analysis revealed that Azerbaijan promotes the celebration of diversity and spreads the narratives about tolerance and exemplary cohabitation through the ideology of Azerbaijanism and encouragement to be loyal to the motherland in a nation-building state.
