This thesis presents the implementation of the digitalization in the Swedish Public Administration by exploring if traces of democratic values and New Public Management can be shown in two official government documents. The purpose of this thesis is to study the traces in relation to how the citizens role changes and how it affects the society in the development of the digitalization. The results of this thesis show that elements of democratic values and New Public Management can be found. Which consequently creates a conflict for the citizen when New Public Management is increasingly adopted in the public adminstration which also affects the democratic principles.
