Abstract [sv]

Abstract [en]

The concept of quality is used almost as a mantra in guideline documents for higher education. Yet, its meaning is not specified. This study explores the signifi- cance and function of the quality concept, based on in-depth interviews with lecturers of social work. Quality is mainly about relationships, the respondents consistently declare. However, the result of this study seem to indicate that the concept is more complex. Through its indefinite nature, the concept of quality entails soft power. Considering this power, the concept may be viewed as a form of governance, that through its linguistic attractiveness may hide a different agenda; a higher education driven by new public management.
