Syftet med föreliggande uppsats är studera i vilken utsträckning som polis och socialtjänst i Tomelilla kommun etablerat en samverkan som är förenlig med pilotverksamhetens målsättningar. Uppsatsen har inte för avsikt att uppskatta effekterna av Youngster av anledning till att modellen fortfarande befinner sig i ett tidigt skede av implementeringen. Uppsatsen är en kvalitativ studie med ett såväl deduktivt som induktivt förhållningssätt till insamlad empiri. Datamaterialet bygger på fyra semistrukturerade intervjuer med polisens och socialtjänstens representanter från Youngster. Vid intervjuerna lades fokus vid implementeringen av modellen, informanternas erfarenheter av samverkan och i vilken utsträckning som verksamheten är kunskapsbaserad. De transkriberade intervjuerna analyserades genom en tematisk analys. Resultaten tolkades därefter genom organisationsteori. Sammanfattningsvis visar resultatet att informanterna upplever att samverkansarbetet återspeglar verksamhetens målsättningar. Samverkan upplevs som välfungerande. Hinder i samverkan utgörs av sekretesslagstiftningen, samt brist av tid och resurser. Ett kontinuerligt informationsutbyte, god sammanhållning och gemensamhet ansågs vara viktiga förutsättningar för en välfungerande samverkan och för att verksamheten skulle uppnå sina målsättningar. Den här uppsatsen drar slutsatsen att Youngster utmärks av sitt unika partnerskap.

The purpose of this paper is to study the extent to which police and social services in Tomelilla Municipality have established a collaboration that is consistent with the objectives of the pilot activities. This thesis does not intend to estimate the effects of Youngster as the model is still at an early stage of implementation. The thesis is a qualitative study with a deductive and inductive approach to collected empirical data. The data is based on four semi-structured interviews with both police and social services representatives from Youngster. The interviews focused on the implementation of the model, the informants' experiences of collaboration and the extent to which the business is knowledge-based. The transcribed interviews were analyzed through thematic analysis. The results were interpreted through organizational theory. In summary, the results show that the informants feel that the collaboration work reflects the objectives of the business. Collaboration is perceived as well functioning. Barriers to collaboration consist of confidentiality legislation and a lack of time and resources. Continuous exchange of information, good cohesion and community were important prerequisites for a well-functioning collaboration and for the method to achieve its objectives. This essay concludes that Youngster is distinguished by his unique partnership.
