The aim of this study was to examine the impact a completed reorganization in two municipal agencies in the city of Malmö had on its applicants. The study was based on the experiences of five care managers. A qualitative approach in the form of open interviews was used in this study. The result of the study showed that the reorganization that the two agencies underwent where both large and complex and that the experiences among the care managers often differed regarding the reorganization and its impact on the applicants. The result showed that the changes that occurred as a result of the reorganization resulted in both positive and negative impacts on the applicants, where changes that resulted in positive impacts indirectly led to other changes that in turn resulted in negative ones. The study also indicates that there was a lack of influence from the applicants side during the planning and implementation of the reorganization in both agencies, and that it is debatable if the best for the applicants was a focal point here.
