Syftet med denna uppsats är att belysa hur barnperspektivet hanteras och beaktas när socialtjänsten beslutar om ekonomiskt bistånd till vårdnadshavare med barn under arton år. Rapporter har visat på en bristande dokumentation av barnperspektivet i socialtjänstens utredningar samt att det saknas riktlinjer för hur socialsekreterare ska bedöma utifrån principen om barnets bästa. I studien har med hjälp av kvalitativa intervjuer fyra socialsekreterares syn på barnperspektivet undersökts. I resultatet framkommer att socialsekreterarna anser att det finns tydliga riktlinjer hur de ska bedöma sina beslut i relation till barnets bästa. Däremot framträder en bristande förståelse för innebörden av begreppet barnperspektivet. Det var bara en socialsekreterare som kunde lämna en mer ingående definition. Vidare framkommer att det finns ett fåtal situationer där barnets bästa oftare anses väga tyngre i ett beslut. Det är vid hyresskulder när familjen står nära ett skede att bli hemlösa samt vid ansökan om nödbistånd. I övriga fall blir föräldraansvaret den avgörande faktorn och anses väga tyngre än barnets bästa. I uppsatsen diskuteras att det krävs en tydlighet i vad lagstiftaren vill uppnå med att beslutsfattarna ska synliggöra barn i utredningar om ekonomiskt bistånd. För att barn ska få möjlighet till en extra guldkant i vardagen, trots familjens ekonomiska situation, krävs att föräldraansvaret förmildras i relation till socialtjänstens ansvar. Det krävs också att socialsekreterares handlingsutrymme att bevilja barnfamiljer extra bistånd blir möjlig i praktiken.

The main purpose of this essay is to illuminate how the best interest of the child is taken in to account when a legal guardian for a child under eighteen years old applies for financial aid. Reports have shown an insufficient documentation of the children perspective in investigations and a lack of guidelines for how the social secretary are supposed to judge based on the principle of the best interest of the child. In this study, the views of four social secretaries of child perspective were investigated through qualitative interviews. The result shows that the social secretaries believes that there are clear guidelines on how to judge there decisions in relation to the best interest of the child, but on the other hand there is a lack of understanding for the meaning of the concept. Only one of the social secretaries was able to provide a more detailed definition. Furthermore it appears that there are a few situations when the best interest of the child are considered most important. It is when a family are close to a situation of becoming homeless or when they applies for emergency aid. In other cases, parental responsibility becomes the decisive factor and is considered to outweigh the best interest of the child. In the essay I discuss the need for clarity in what the lawmaker want to achieve by investigate the children’s situation. In order for children to be given the opportunity to receive something extra in everyday life despite the family’s financial situation, it is necessary that the parental responsibility is not assessed as far-reaching in each case. The social secretary’s slack to grant extra support to families with children needs to become possible in practice.
