Organisationsförändring innebär oftast en sorts löpande verksamhet för att följa med i utvecklingen, men det finns också tillfällen då regelbundenhet möts av ett tillstånd som inom forskningen kallas för ”kritisk tidpunkt”, där organisationen möter en omedelbar kris. Två dilemman uppstår för medlemmarna; Först att situationen skapar en osäkerhet; För det andra att situationens komplexitet tvingar medlemmar att agera utan möjlighet till att samla mer information. Forskningen påpekar att meningsskapande påverkar organisationen genom tre funktioner; strategi, lärande och kreativitet. Ledningen behöver hjälpa de anställda att transformera det komplexa mot organisationen till något konkret för den egna omgivningen. Meningsskapandet är därmed både centralt och inflytelserikt som ett verktyg för att förändra instrumentellt handlande. Både självkommunicering likväl som medvetandegörande, kan specifikt relaterats organisationskommunikation, som i ”svenskt” forskningsfält är bristfälligt. Vi ser därmed ett behov lyfta fram organisationskommunikation som metod, med särskilt fokus på en organisation vid ett kritiskt tillstånd. Studiens fokus är Kriminalvården och den nya strafftidslagstiftningen och diskrepansen mellan tillgång och efterfrågan av fängelseplatser. En kritisk diskursanalys har genomförts där textens syntax och meningsskapande urskiljs gentemot analysmaterialet som är två dokument, beslut och PM gällande beredskapsplatser. Som teoretiska inramning har vi använt oss utav systemteori och nyinstitutionell teori.
Studien fann att det råder skillnader mellan ordet och handlingen, då kommuniceringen sker informativt istället för kommunikativt. Det råder motsägelser och otydligheter varpå en förändringsprocess blir försvårande för att möta Kriminalvårdens utmaningar med dubbelbeläggning. Sammantaget är organisationskommunikation som medel för en förändringsprocess i en kritisk tidpunkt avgörande för en organisations förmåga att krishantera.

Organizational changes usually involve a variety of ongoing activities in order to follow developments, but there are also occasions when regularity meets with a condition known in the research as a "critical junction" where the organization faces an immediate crisis. Two dilemmas emerge for the fellows; First and foremost, the situation creates a uncertainy; Secondly and following, the situation creates a complexity where the fellowers is forced to react, without having the opportunity to gather more information about the situation. Previous research shows that the meaning that the organisation is dictating, is affecting the organization in three functions; strategy, learning and creativity. The management therefore needs to help the fellowers to translate the complexity to something more concreate for the organisations own surrounding. The attribute meaning is therefore both central and influential as a tool for changing an organizations instrumental actions. Both self-communication as well as awareness can specifically relate to organizational communication, as in the “Swedish” research field is deficient. We therefore identify a need to put forward organizational communication as a method, in a period when the organization is in a state of a ”critical junction”. The study aims to put emphasis on Kriminalvården and the new incarnation law, and the discrepancy between supply and demand, regarding mass-incarnation in the prison system. A critical discourse analysis have been completed, where the focus has been the written text syntax and what meaning is put in to the sentences between two documents, one is a decision document and the other is a Pro-Memoria regarding “standby-locations” for Kriminalvården. The theoretical framing of this study is new institutional theory and systems theory. The study concludes that there are differences between the word and the act, as the communication is informative rather than communicative. There are contradictions and uncertainties in which a change process becomes aggravating in order to meet the challenges of the Criminal Protection with double occupancy. Altogether, organizational communication, as a means of a change process at a critical moment, is crucial for an organization's ability to crisis management.
