Information Warfare or the Age-old Propaganda? Content Analysis of Russian Information Warfare in Latvian Media

Abstract [en]

As a result of the evolution of cyberspace, information warfare has become an essential part of the hybrid warfare – the modern warfare of the age of technology – but the techniques and elements of information warfare are relatively new and not well-researched. This study is exploring the new Russian information warfare which can be defined by the techniques used for propaganda purposes in history. Seven propaganda techniques by Institute of Propaganda Analysis are used as the basis of content analysis to investigate the themes in of foreign relation articles produced by Russian news agencies based in Latvia. The analysis shows that the selected articles do contain some elements of propaganda techniques and convey a Russian narrative, which conflicts with the Latvian version, on matters such as the use of the Latvian language in schools in Latvia, Latvian–Russian history in the Second World War and Russia’s geopolitics in the Baltic states.
