This study examines the discourse surrounding “vulnerable EU citizens” in two official Swedish reports from 2016 and 2020. The study has been made using Carol Lee Bacchi’s WPR-method for critical policy-analysis with additional support from postcolonial feminist and intersectional theory. The result shows that “vulnerable EU citizens” are represented as problematic based on their presence in Sweden and the manner in which they are said to live and support themselves. Furthermore, the study shows that Romania and Bulgaria, which are said to be the countries of origin of most “vulnerable EU citizens”, are represented as the main cause of the “problem” and thus responsible for the “vulnerable EU citizens” as problematic. “Vulnerable EU citizens” and their countries of origin are represented as Europe’s “other” in relation to Sweden, Sweden’s population and the norms and laws that apply there.
