Den 16 december 2002 beslutade Europaparlamentet om direktivet 2002/91/EG "Om byggnaders energiprestanda". Detta direktiv innebär att EU vill minska unionens importberoende inom energiområdet genom att effektivisera energianvändningen i byggnader. Sverige har som medlem i EU ett krav på att införliva detta direktiv i landets lagstiftning. Olika utredningar har gjorts i detta syfte och pågår fortfarande. Den 16 mars 2006 överlämnades propositionen 2005/06:145 "Nationellt program för energieffektivisering och energismart byggande" till riksdagen. Uppsatsen vill lyfta fram om, och i så fall hur fastighetsbranschen förberett sig inför det kommande systemet med energideklarationer. Studien berör även om systemet med energideklarationer kan minska energianvändandet i Sverige. Genom litteratursökning, undersökningar av valda remissinstanser samt genomförandet av intervjuer med fyra företag har undersökningen genomförts. Fastighetsföretagare intervjuades och resultatet visade att medvetenheten i fråga om energi redan idag är tydliggjord enligt dem själva. De arbetar redan idag med att energioptimera sina byggnader. Informanterna upplevde att den kommande deklarationen inte skulle innebära någon besparing. Vid analysen av insamlat material drog vi slutsatsen att en energideklaration i sig själv inte sparar energi. För att energideklarationen skall uppfylla sitt syfte är det viktigt att de förslagna åtgärderna utförs. Om energideklarationen enbart görs för att uppfylla direktivet blir det endast ett resultat av byråkratiska pålagor, men används deklarationen som ett beslutsunderlag för investeringar blir den en användbar fastighetsutvecklings-procedur.
Energy performance declarations according to EU directive 16 December 2002 the EU – parliament decided upon directive 2002/91/EG "on the energy performance of buildings". The directive was made because EU wants to reduce its dependence of import of energy through more efficient use of energy in buildings. Sweden, as a member of EU, is required to include this directive in its legislation. Different studies have been performed on this task and are still in progress. 16 March 2006 the proposition 2005/06:145 "national program for rational use of energy and energy smart buildings" was handed over to the Swedish parliament. This paper is intending to clarify if and how property owners have prepared themselves to the upcoming system with energy performance declarations. The study is also considering whether the new system can decrease the energy consumption in Sweden or not. Through searches of literature and in various interested parties, and with four companies the study has been performed. Property managing companies have been interviewed and, according to them, there is already an awareness of the energy issue among them. They already work to optimize the energy use of their buildings. The informants, based on their experience, do not think that the coming declaration will cause any savings. By analysing the compiled material we made the conclusion that the energy performance itself will not save any energy. If the energy performance declaration should be able to fulfil its purpose the most important thing is how the proposed measures are followed. If the energy performance is only done in order to satisfy the directive, the result will only be bureaucratical, but if the declaration is used as a basis for making investment decisions, the product will be useful.
