Syftet med undersökningen var att ur ett innovationsperspektiv studera de drivkrafter och barriärer som uppstår inom bygg- och fastighetssektorn när kraven på energieffektivisering i fastigheter ökar. Undersökningen grundar sig på bebyggelsesektorns betydande andel av Sveriges totala energianvändning. Arbetet omfattar sju kvalitativa intervjuer med aktörer inom bygg- och fastighetssektorn. I intervjuundersökningen studeras bygg- och fastighetssektorns agerande inför ökade krav på energieffektivitet i fastigheter, de aktörer och faktorer i planeringsprocessen som har möjlighet att påverka den framtida energieffektiviseringen och avslutningsvis, huruvida det kommande kravet på energideklarationer för byggnader uppfattas som drivkraft eller barriär. Analysens resultat tyder på att energieffektivisering idag drivs fram främst av ekonomiska skäl, men att energideklarationen kan bli ett viktigt incitament. Delar av branschen verkar märka att det lönar sig att agera utifrån sunt förnuft. Beställaren är om han har ett uttalat energikrav en av de viktigaste aktörerna. Även andra i planeringsprocessen har inflytande om de besitter förhandlingsstyrka och stark personlig övertygelse. Viktigt är att kompetenser får komma till tals vid rätt tidpunkt. Resultatet tyder även på att de främsta drivkrafterna för energieffektivisering är bland annat möjligheten till försök i mindre skala, det goda exemplets makt, kalkyler med helhetssyn samt goodwill. De främsta barriärerna är kortsiktigt tänkande, spekulationsbyggande, osäkerhet samt att miljöperspektivet har konkurrens.

The purpose of this thesis is to study the driving forces and obstructions that emerge in the construction and real estate sector as the demands for increased energy efficiency in real estates grows. The survey is built on the settlement sector’s considerable share of the total energy use in Sweden. The thesis comprises seven qualitative interviews with operators in the construction and real estate sector. In the interview survey the acting of the construction and real estate sector when faced with the growing demand for energy efficiency in real estates was studied, as well as the operators and factors in the planning process that have the opportunity to influence future energy efficiency, and finally, if the coming demand for energy declarations for buildings will be seen as a driving force or an obstruction. The result of the analysis interprets that energy efficiency today mainly is driven by economic reasons, but that the energy declaration can become an important incentive. There are parts of the business that seem to realize that it is paying off to act with common sense. The orderer is, if he has a pronounced energy demand, one of the most important operators. Also, other operators in the planning process can be of influence if they can negotiate and have a strong personal conviction. It is important that competences have the chance to speak up at the right time. The result also interprets that the main driving forces for energy efficiency is the opportunity to make tries on a smaller scale, the power of the good example, calculations where you can see the whole picture and goodwill. The main obstructions are short time thinking, speculations, insecurity and that the environmental perspective has competition.
