Abstract [en]

With this study, the writers look to analyze the citizen participation process during the Project Culture Casbah in Rosengård, a part of Malmö city. The study develops around the theory of Arnsteins ladder of citizen participation which is used to define what is considered to be a genuine attempt at performing citizen participation within projects of different sorts. The writers look to categorize the process of citizen participation and find a reasonable step on Arnsteins ladder of citizen participation to put said project in. A document and literature analysis was conducted to help the writers come to a conclusion in terms of analyzing the project Culture Casbah. Interviews were conducted to inform ourselves about what the citizens consider would be the correct approach when planning in Rosengård, and more specifically when planning project Culture Casbah. Interviews were conducted in focus groups where age was a the main factor of grouping the people together. After those interviews where finished, an interview was conducted with a anonymous project group member that worked with the citizen participation process within the project Culture Casbah in mid 2014. Segregation and integration were used as themes to complement the difficulties in implementing genuine citizen participation in the project Culture Casbah. Mainly the works of authors Stiegendal and Grander were used when discussing segregation and integration. To put forward the importance of dialogue between citizens and authorities the reasonings of Healey were used, mainly from her book ‘’Urban complexity and spatial strategies’’ from 2007. The reasonings of Flyvbjerg were also relevant in this study because he brought forward points about rationalization and power, and how those affect citizens in lower social positions. The study emphasizes the process of genuine citizen participation by involving many different factors into the equation.
