The aim of this paper is to study the concept of building communities as an urban planning instrument. This is to create an understanding of how the phenomenon of building communities can face challenges, but also what opportunities that are linked to the concept. Through our survey we explain the underlying factors that are needed or which prevent the impact of building communities today. Through our survey we also explain challenges for municipalities in their work towards building communities. The framework of our analysis is based on a qualitative method. We have chosen the qualitative method which focuses on soft data such as qualitative interviews and interpretative analyzes. We have chosen to use two case studies that are located in Malmö municipality and Lund municipality. The choice of case studies is based on the fact that Malmö has one building community called Urbana Villor, which has been completed successfully and Lund municipality had a community that did not complete its project. It makes it interesting to include these two case studies as they can provide a varied insight into our survey. The paper consists of eight qualitative interviews with various actors such as level architects, architects and other types of officials. We have also been in contact with people living in building communities in order to get their insight. The theoretical framework contains former surveys and their conclusions related to building communities. We have also chosen to study theory connected to the swedish plan process.
