Mobilitet är en grundförutsättning för att människor ska vara delaktiga i samhället. Möjligheten att kunna röra sig i sin stad är förknippat med frihet och rättigheter; något som kommuner och andra offentliga organ har som uppgift att förverkliga. Tillgång till ett fungerande trafiksystem, och framför allt kollektivtrafik, är en rättighet för samtliga av stadens invånare. Vi har under studien identifierat två grundläggande problem. Det första är ett retoriskt problem genom att kommuner har svårt att definiera värdet av social hållbarhet och att de ekonomiska och miljömässiga aspekterna således överskuggar de sociala. Problemet med att definiera social hållbarhet medför att dessa aspekter ofta faller bort under genomförandefasen av ett projekt. Det andra problemet är att de system som finns för att presentera de sociala effekterna av en investering inte i sig själva är tillräckliga för att legitimera sociala investeringar. Syftet med denna studie har alltså varit påvisa hur Malmö stad arbetar med social hållbarhet och att diskutera hur kollektivtrafik kan användas som social investering. Vidare diskuteras behovet av att hitta mätbara faktorer för att kunna utvärdera nyttan av social hållbarhet inom specifika projekt Studien utgörs av en fallstudie av Malmös trafikpolitik och projektet Malmöringen. Inom fallstudien har det genomförts intervjuer med tjänstepersoner från Malmö stad och en genomgång av Malmös trafik- och policydokument. De resultat som framkommit av studien är att det finns ett behov av att bryta ner definitionen av social hållbarhet i konkreta faktorer för att kunna diskutera social hållbarhet både i den tidiga planeringsprocessen och på projekteringsnivå. Det behövs även en kombination av existerande mätsystem för att kunna påvisa både de rent ekonomiska värdena och de kvantitativa värderingarna av icke marknadsprissatta faktorer. Detta måste dessutom kombineras med ett narrativt system vilket syftar till att förmedla upplevda värden som inte går att prissätta: samtliga faktorer måste presenteras på ett motsvarande sätt.

Mobility is a precondition for people to be able to participate in society. The possibility to be mobile is closely associated with freedom and rights: something municipalities and other public institutions are responsible for substantiation. Access to a functioning transport system and above all, public transport, is a right for all citizens. During the work with this essay we have identified two main issues. First, there is a rhetorical issue within the fact that municipalities find it difficult defining the value of social benefits and that economic and environmental benefits therefore are valued above the social. The issue deriving from the difficulty in defining social benefits is that the social aspects often tend to be overridden during the actual realization of a project. The second main issue is that the methods used for presenting social benefits from an investment are not enough when it comes to legitimate a social investment. The main objective with this essay has therefore been to demonstrate the work with social sustainability within the City Office of Malmö, and to discuss how public transport can be viewed as a social investment. Furthermore we discuss the need to find measurable factors to evaluate the benefits of social sustainability within specific projects. This essay consists of a case study of Malmö’s traffic policy and the project Malmöringen. Within this case study we have exercised interviews with public officials. We have also exercised a document study of Malmö’s traffic and policy document. The results of the study indicate a need to break down the definition of social sustainability into more specific factors. The rationale is to be able to discuss social sustainability at an early planning stage as well as at the implementation phase. The conclusion is that a combination of existing system is necessary for measuring social benefits to be able to prove both the economical values and the quantitative values of non-market priced factors. This must also be combined with a narrative system which means to convey experienced values which are unable to put a price on: all factors must be presented in an equivalent way.
