Abstract [sv]

Forskning har visat på att narrativet om det ’passiva kvinnliga offret för människohandel’ har haft en stor inverkat på utformandet av lagstiftning emot människohandel. Detta har lett till att vissa menar att lagstiftning emot människohandel ger en inkorrekt och snäv skildring av människohandel som fenomen. I denna studie kritiskt granskas hur Förenta Nationerna problematiserar människohandel som fenomen. Med utgångspunkt i feministisk säkerhetsteori genomförs en kritisk policyanalys av Förenta Nationernas ’Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children’ och ’United Nations Global Plan of Action to Combat Trafficking in Persons’. Studien visar att narrativet om det ’passiva kvinnliga offret’ finns representerat i hur Förenta Nationerna problematiserar människohandel, något som i sin tur kan få allvarliga konsekvenser för de som utsätts.

Abstract [en]

Research has come to show that the narrative about the ’passive female victim of human trafficking’ has had a large influence on the formulation of anti-trafficking legislation. This has led to some arguing that anti-trafficking legislation gives an incorrect and narrow depiction of human trafficking as a phenomenon. In this study, I critically examine how the United Nations problematise human trafficking as a phenomenon. With point of departure in feminist security theory I carry out a critical policy analysis of United Nations ’Protocol to Prevent, Suppress and Punish Trafficking in Persons Especially Women and Children’ and ’United Nations Global Plan of Action to Combat Trafficking in Persons’. The study shows that the narrative about the ’passive female victim’ is represented in United Nations problematization of human trafficking; which may result in severe consequences for victims.
