This thesis aims to research how the construction of the Grand EthiopianRenaissance Dam will affect the relationship between Egypt and Ethiopia andwhether it will lead the states closer to conflict or cooperation. By looking atindicators such as statements from the two states both publicly and in UnitedNations Security Council meetings through an thematic analysis I hope to reflecttheir attitude that is being displayed in public on issues such as the GERD, theNile and cooperation in the region. Key variables to do so will be using a“Measure of Resilience” framework that has been used by other researchers onriver basin case studies to see if this case has hydropolitical resilience orvulnerability. Other important aspects are the history of both countries, globalwarming and how it affects their stance on the dam. As well as looking atstatistics to measure their institutional capacity.
