Abstract [en]

This research examines the labor market integration of international IT talent in Oulu, Finland, with a focus on the role of language in hiring decisions. Grounded in Linguistic Capital theory and Language Policy and Planning theory, the study explores language requirements, cultural assimilation, and strategies employed by companies. Data was collected through semi-structured interviews with IT recruiters and a literature review. Findings underscore the criticality of language skills, particularly Finnish proficiency, for job opportunities. Language policies significantly influence hiring decisions, while challenges faced include language barriers, cultural disparities, and limited networks. Strategies such as language courses and supportive work environments address these challenges. Practical implications are provided for policymakers, employers, educational institutions, and international IT talent. The study contributes to understanding labor market integration, emphasizing language skills, policy impact, challenges, and strategies for successful integration. Targeted support, stakeholder collaboration, and comprehensive approaches are crucial for attracting and retaining international talent to foster economic growth.
